CERTIFIED SUBSTANCE ABUSE COUNSELOR ANNOUNCEMENTS:
INTERNATIONALLY CERTIFIED ALCOHOL AND DRUG ABUSE COUNSELOR
The State of Hawaii, through the Alcohol and Drug Abuse Division (ADAD), is a member board of the International Certification & Reciprocity Consortium/Alcohol and Other Drug Abuse (IC&RC/AODA). The IC&RC is composed of member boards in 41 states, the military services, several countries, plus Native American boards. By virtue of being certified by an IC&RC member board and holding a Certified Substance Abuse Counselor (CSAC), you are also an “Internationally Certified Alcohol and Drug Abuse Counselor” (ICADC). In the past, individual CSACs had to apply for this certificate and pay a fee. This is no longer the case. All Hawaii CSACs were recently issued the ICADC free of charge and it will be renewed concurrently with future CSAC renewals.
You may use both the acronyms “CSAC" and “ICADC” after your name if you so desire.
FREE ONLINE SUBSCRIPTION TO COUNSELOR MAGAZINE FOR CSACs
Go to www.counselormagazine.com. Click on the "get a free login" link within the Login module on the top right of the website. Complete the required information using
the same name as on your Certified substance Abuse Counselor (CSAC) certificate. Click the "get a free login" button. You will next be prompted to enter your subscription
information. For free full site access, enter CN1040 for the CN Account Number. The
name of the board you are directly affiliated with is "ADAD." Once you have entered all
of this information click on the "submit" button. Once you have finished the registration
process you will see a confirmation screen. You will click on the link provided, and will
then be taken back to the home page of the website. Please login to the site using the username and password
you created when signing up for the Counselor Magazine online subscription. Now you have full site access.
RECIPROCITY
RECIPROCITY OUT OF ADAD: Certified substance Abuse Counselors (CSAC) certified by ADAD who relocate to another state, country, or nation may transfer their
credential to the new jurisdiction using the reciprocity process only if the new jurisdiction is an IC&RC member board. Reciprocity to a non-IC&RC member board is not
permitted. Additional requirements may be imposed upon the CSAC depending on the laws and regulations governing the practice of addiction related services in the new
jurisdiction. Therefore, CSACs are strongly encouraged to contact the IC&RC member board in the new jurisdiction to determine if any additional requirements must be met.
To begin the reciprocity process, CSACs must contact ADAD, (808)692-7518, or chris.brown@doh.hawaii.gov , and ask for an application for Reciprocity.
Complete the one-page application and return in to ADAD with the appropriate fee.
Your application will be verified and sent to the IC&RC Office, then sent to the certification board in the new jurisdiction. Upon receipt of this information by the certification board in the new jurisdiction, that board will then issue to the CSAC the
equivalent credential offered unless laws or regulations governing the practice of addiction related services in the new jurisdiction must first be met.

RECIPROCITY INTO ADAD: Addiction professionals certified by an IC&RC member
board who relocated to Hawaii may transfer their credential to ADAD using the
reciprocity process. No additional requirements will have to be met by the certified professional using this process to transfer their credential to Hawaii. To begin the
reciprocity process, certified addiction professionals must contact their current
credentialing board and request a reciprocity application. Upon completion of the reciprocity application by both
the certified addiction professional and the current credentialing board and upon receipt of this information by ADAD,
ADAD will issue the Hawaii Certified Substance Abuse Counselor (CSAC) credential.

WANT TO KNOW MORE ABOUT THE SUBSTANCE ABUSE COUNSELOR CERTIFICATION PROCESS?
ADAD will present a free workshop on the certification process at your facility/agency for your staff upon request.
This two-hour workshop will focus on the application process and the experience, education and examination requirements
for certification. Continuing education credits will be given to each participant, which can be used toward initial certification and renewal.

OVUII ASSESSOR'S LISTING
As a courtesy to the Judiciary, Driver’s Education Division, ADAD provides a list of Certified Substance Abuse Counselors (CSAC) who would like to perform mandatory assessments of those charged with Operating a Vehicle Under the Influence of an Intoxicant (OVUII). This would be done as a private enterprise, typically on a client self-pay basis. For more information or for an application to be placed on this list contact Chris Brown at (808) 692-7518.
